What the document holds
European Commission North Macedonia 2025 Report (SWD(2025) 753, 105 pp.): the whole accession assessment (political criteria, economy, all chapters). Programme content is one paragraph under Chapter 23 'Citizenship rights' (PDF p. 45): the Commission's view that special-economic-interest citizenship must not be granted systematically, and grants of economic citizenship to two Turkish nationals in 2024 and one national of Bosnia and Herzegovina in 2025. Both numbers are already in the data. Other mentions of the Visa Suspension Mechanism, visa policy (Türkiye visa waiver), online citizenship certificates and FDI are not about the programme. Nothing new to add. Rules restated from other sources are now recorded from this document too (decision 8).
