What the document holds
Act XXI of 2025 (assented 24 Jul 2025, passed 23 Jul 2025) amending the Maltese Citizenship Act: deletes the individual investor programme definition, rewrites art. 10(9) as naturalisation by merit, renames regulator complaint provisions, and new art. 27(4) keeping applications filed before entry into force under the old rules. Also citizenship-by-descent dates moved to 1 Aug 2028 and adoption rules (out of scope). No programme numbers; the event is already in events.
