What the document holds

Third annual report of the IIP regulator (September 2016, Jul 2015-Jun 2016); see the earlier ledger entry for the statistics recorded. This pass added the restated rules: the contribution schedule (EUR 650,000 with EUR 10,000 deposit; EUR 25,000; EUR 50,000), the collection stages (EUR 5,000 / 5,000 / 640,000), the distribution (agency 6%, concessionaire 4% plus EUR 6,000, then 70/30; 63% / 27% of the main contribution), due diligence, passport and bank fees, property and investment thresholds (incl. EUR 1,333 a month), 1,800 cap, 120-day deadline, 12 months residence, 4-month post-approval deadline. Observations added: 9.8% of the cap, 7 agents deregistered, vetting sample shares (34% approved, 38% rejected; previous 20%), processing-time shares of the sample (5% / 40% / 55%), and the letterbox-article review (13 cases, 11 leased, 2 purchased, 6 leases within EUR 200 of the threshold). Out of scope: market rent research and the 2,152 advertised premises, parliamentary-question and meeting counts, GDP. Method for restated rules: every page searched for euro amounts, percentages, caps and day/month/year periods, and each hit read in context.
