What the document holds
OR-GCES Annual Report 2022; earlier passes recorded the statistics and tables. This pass added: GCES agents' performance (11 agents and splits, 4 all approved, 6 none), no GCES withdrawals, 1 missing lease permit, 1 GCES complaint; GCES donation detail (3 with two donations, 12 with one, shares 13.32% / 6.66% / 3.33%), combined 2022 donations EUR 322,885 (text; Table 37 prints EUR 322,385), 2 entities under both schemes; IIP vetting split in the text (41 refused, 9 withdrawn; Table 38 prints 50 not approved), IIP agents' performance (43 agents; 2 with 49%; 27 with one application; 20 all approved; 11 none), vetting findings (3, 3, 1; 16% dependants' oaths), FIAU (4, 29), review requests (2, 71, 2 pending), 85% of the cap, cumulative recipient shares (24.4%, 0.0017%, 0.25%); restated rules: IIP thresholds, cap, EUR 5,000, 120 days, 4 months, 5 years; 2020 scheme residence 36 / 12 months, permit fees, EUR 10,000 deposit, eligibility application within 12 months, due diligence and administrative fees, eligibility letter within 120-150 days, 4 months, EUR 600,000 / 750,000, EUR 700,000 / 16,000, EUR 10,000 donation (the EUR 27.50 card fee was already recorded). Out of scope: merit route, media-reported NDSF spending (already recorded), court cases, the hedged statement that no deprivations "appear" to have occurred. Method for restated rules: every page searched for euro amounts, percentages, caps and day/month/year periods, and each hit read in context.

About the document
What it covers Calendar 2022: first full year of the 2020 scheme (eligibility applications, approvals, naturalisations, contributions, distributions); IIP series to 2022
Notes Official annual report of the Office of the Regulator (ORiip, renamed OR-GCES in Nov 2020, ORGCEM later), laid under art. 25(8) Maltese Citizenship Act. orgcem.gov.mt sits behind a Cloudflare bot check: curl gets HTTP 403, so no copy is kept in raw/ (except 2014, saved through a browser). Text was read from the PDF text layer in a browser (pdf.js). Page numbers are PDF page indices, with the printed page number where one exists. Spacing artefacts from the text layer (e.g. '202 1') have been removed in quotes. Reports up to 2019 cover 1 July-30 June; the 2019-2020 report covers 18 months (1 Jul 2019-31 Dec 2020); from 2021 on, reports cover calendar years. Publication month inferred from the ORGCEM news item on the ninth annual report (file News-032_Hrug-tad-disa-Rapport-Annwali, uploaded 2025/02). Internal inconsistency: the IIP contributions grand total is printed as EUR 1,153,415,534.34 in the text (PDF p. 68) but EUR 1,150,300,000 in Table 35 on the same page.
