This pass added: Table 29 total administrative fees, printed "€1,518,5000" (recorded as the literal digits EUR 15,185,000, unit basis guessed, note giving both readings; EUR 1,518,500 matches the GCES column); the +36.8% eligibility applications (p. 6, "almost"; the earlier to_do called it contributions); Table 10 and Appendix A donation totals (18, 119, 137, 342 donations; EUR 1,233,124.85 for 2022-2023; EUR 3,295,798 as printed in Table 10); GCES agents' performance (25 agents; the busiest with 21 approved and 2 rejected; two with 9 each), 5 missing property declarations, FIAU 16, 2 GCES complaints pending; IIP: 5 old applications re-vetted after media allegations, agents' performance (5 agents; 1 with 7 applications = 64%; 4 with one each), review requests (0, 71, 1 pending), 86% of the cap; restated rules for both schemes (as in 2023). Out of scope: merit route, media reports on two deprivation processes (programme not stated), parliamentary questions, court sittings. Method for restated rules: every page searched for euro amounts, percentages, caps and day/month/year periods, and each hit read in context.

Notes Official annual report of the Office of the Regulator (ORiip, renamed OR-GCES in Nov 2020, ORGCEM later), laid under art. 25(8) Maltese Citizenship Act. orgcem.gov.mt sits behind a Cloudflare bot check: curl gets HTTP 403, so no copy is kept in raw/ (except 2014, saved through a browser). Text was read from the PDF text layer in a browser (pdf.js). Page numbers are PDF page indices, with the printed page number where one exists. Spacing artefacts from the text layer (e.g. '202 1') have been removed in quotes. Reports up to 2019 cover 1 July-30 June; the 2019-2020 report covers 18 months (1 Jul 2019-31 Dec 2020); from 2021 on, reports cover calendar years. Publication month inferred from the ORGCEM news item on the eleventh annual report (uploaded 2026/04). Stored copy downloaded through a web browser on 2026-09-28 (the site blocks scripted downloads).
