Fees, donation, project investment amounts and two events were already in the dataset; this pass adds the remaining numeric rules as terms (agent licence fee, cap, tourism project thresholds, adult-child age). Not recorded as terms because the document writes them in words: licence validity of one year renewable twice, agents' three years' experience in three states, the disqualifying prison sentence of more than one year. The entry-into-force date (eighth day after publication) is not recorded as an event because the document does not print the date.
