What the document holds

Consolidated Ley Especial de Migración y de Extranjería (D.L. 286 of 2019, in force 20 days after publication on 25 Apr 2019) with reforms to D.L. 531 of 2026 (Supreme Court compilation, 101 pages; the text layer repeats it): visas incl. investor/business visa (no residence), non-residents, investor definition (art. 90: shareholders, directors, managers of companies with active investment; no minimum amount), temporary residence for investors (art. 109(1), up to 2 years) and 90-day minimum stay (art. 119), permanent residence (art. 152 incl. (13) direct residence for government-programme participants), refrenda up to 4 years (art. 153), absence (art. 154), nationality (arts. 155-156 incl. (5) investors and donors; art. 164 children; art. 279 loss), fees (art. 325), repeals and entry into force. No statistics. This pass added: naturalisation fee, four permanent-residence renewal fees, 4-year renewal limit, child age, two absence rules for naturalised citizens (9 rules on the programme), four general nationality periods as context rows without a programme, and the D.L. 531 (2026) event. Not tabled: the investor visa (USD 200) and frequent-traveller card (USD 150), which give no residence (art. 92), and the temporary residence for company investors (art. 109(1)), which needs no minimum investment (art. 90) and so falls outside METHODOLOGY 15; other fees are general services.
