Creates the UCID (under the Justice Minister), the programme (PCID), agent licensing (unlicensed promotion fined up to USD 500,000), the National Transformation Fund and its bank account rules (BBB- rating abroad, 10% guarantee, monthly reporting, annual published audit), a Review Committee chaired by the Public Prosecutor; applicant requirements (18+, medical certificate, criminal record under 3 months, records for 5 years), deadlines (15-day preliminary review, 15-day decision after the Prosecutor's prior approval, 90 days to pay the FNT contribution, 5 days to registry, 6 months for Prosecutor's opposition), voluntary extra investment in public projects (Annex II list of 13 project areas, no amounts), military service exemption, possible exclusion of nationalities, sanctions (fine up to 20% of the investment), annual and quarterly reporting duties, ministers may change Annex I amounts. Annex I: agent licence USD 5,000 a year, due diligence and processing USD 5,000 per application, contributions USD 90,000 / 95,000 / 5,000 per extra dependant, post-approval additions USD 10,000 spouse, 5,000 other dependants, 500 newborn. Annex III: documents list. No statistics. Five Annex I amounts and two events were already in the data; all other amounts and time limits now added.
