FinCEN Advisory Vol. 1, Issue 2: Enhanced Scrutiny for Transactions Involving the Seychelles
Has everything in it been taken?
CompleteReviewed 8 Oct 2026
Reviewed. Everything in it that belongs in the tables has been taken.
What the document holds
FinCEN advisory (March 1996) telling US banks to scrutinise Seychelles transactions after the FATF condemned the 1995 Economic Development Act, which let investors of at least USD 10 million in approved investments obtain immunity from prosecution and asset forfeiture; attached OECD/FATF press release of 1 Feb 1996 (FATF then of 26 countries; list of members). The Act is not a residence or citizenship programme in our list (no programme id), so the USD 10 million threshold is recorded only in the existing event; nothing else in scope.
