What the document holds
NDAA for FY2021 (Pub. L. 116-283, 1,482 pp.). In scope: sec. 6314 (AML Act of 2020, rewrites 31 U.S.C. 5323: $1,000,000 threshold, awards up to 30% subject to appropriations, discretion, exclusions, anonymous claims through counsel, 30-day appeal, anti-retaliation via Labor Department/district court with 6/3/10-year limits and 2x back pay, confidentiality; repeals 5328; PDF pp. 1211-1217) and sec. 9701-9703 (Kleptocracy Asset Recovery Rewards pilot: $450,000 authorised for FY2021, $25 million annual cap, $5 million per-reward cap, perjury attestation, exclusions, reports, 3-year sunset; PDF pp. 1447-1452). The kleptocracy cap rules and enactment event were already taken from the HTML copy of the same law (usa-pl-116-283-ndaa-fy2021, a different file); not duplicated here, only the perjury rule and the FY2021 authorisation added. Sec. 1238 (State Department rewards for information on foreign election interference) is an informant-reward programme outside the dataset; not recorded. Rest out of scope. Added 7 rules and 1 observation (new indicator). Rules restated from other sources are now recorded from this document too (decision 8).
