What the document holds
MOU (11 pp.) between DOJ Antitrust Division, USPS and USPS OIG creating the Whistleblower Rewards Program: authority (39 U.S.C. 404(a)(7) lets USPS pay informers one-half of penalties; 39 U.S.C. 2601), intake and evaluation procedure, eligibility threshold (criminal fine of at least $1 million or equivalent DPA/NPA recovery), reward presumption at least 15% and maximum 30% of the recovered criminal fine (also the cap for several whistleblowers together), worked example ($2 million fine, 20% = $400,000, $800,000 remitted to USPS), definitions (eligible whistleblower, voluntary, original information, 120-day internal-reporting window, 120-day exception for compliance staff), eligible criminal violations, ten award factors, general provisions (no funding obligation, 30-day termination notice), signatures dated 7 May 2025. Footnote 1 gives Sherman Act maximum penalties (10 years; $1 million individuals; $100 million corporations), which are about antitrust law, not the programme. The worked example is illustrative, not data. Already in the data: 4 rules (min, max, discretionary, threshold) and the signing event. Added: anonymous filing via attorney, 120-day internal-reporting window.
