What the document holds

Pilot Program guidance as revised 30 July 2026 (15 pp.): same structure and award scale as the 2024 guidance, with these changes: section now named MLNFS; eligibility for another programme no longer bars an award, only duplicate awards (footnote 3, new factor III.3.b.v on other programmes); eight subject areas (adds federal health care offenses generally, federal contracting fraud, trade/tariff/customs fraud, immigration, sanctions/terrorism/cartels); submissions through the online intake portal. Already in the data: two events (launch, revision). Added eight rules restating the award terms (threshold, 30%/5% scale, 30% presumption on first $10 million, discretion, anonymous via attorney, 120-day internal window, 90-day claim window). Not recorded as rules (no fitting type): no award above $500 million net proceeds (in notes), $500,000 congressional-notification trigger (p. 14), three-submission bar, 7-day attorney deadline. No statistics. Rules restated from other sources are now recorded from this document too (decision 8).
