What the document holds

Federal Register pages 90 FR 11029-11030 (3 Mar 2025, 2 pp.). Contains NHTSA's notification of enforcement discretion: the whistleblower final rule (89 FR 101952, 17 Dec 2024) took effect on 16 Jan 2025, and NHTSA will not enforce it until 20 Mar 2025 so that the new administration's officials can review it. The same pages also carry two unrelated documents: an HHS policy statement rescinding the Richardson Waiver, and a NHTSA enforcement-discretion notice for the bus rollover safety standard. No numbers about the programme. The 3 Mar 2025 event is already recorded; the 16 Jan 2025 effective date is already covered by the final-rule event and rules (usa-nhtsa-wb-finalrule-2024). Nothing new added. Rules restated from other sources are now recorded from this document too (decision 8).
