What the document holds

HTML copy of Public Law 116-283, the NDAA for FY2021 (whole law, 5.5 MB). The same law is also stored as the signed PDF (usa-congress-pl116-283-2021, a different file), which an earlier pass reviewed as complete. Searched the whole text for whistleblower, reward, informant and qui tam provisions: in scope are sec. 6314 (AML Act of 2020, rewrites 31 U.S.C. 5323: FinCEN/BSA whistleblower awards up to 30% of collected sanctions over $1,000,000, discretion, exclusions, anonymous claims through counsel, 30-day appeal, anti-retaliation, confidentiality; 134 Stat. 4597-4603) and sec. 9701-9703 (Kleptocracy Asset Recovery Rewards pilot; 134 Stat. 4834-4837). Everything in those sections is already recorded: the three kleptocracy rules and the enactment event from this HTML copy, the AML rules, the perjury rule and the $450,000 FY2021 authorisation from the PDF copy. Nothing added here, to avoid double rows. Out of scope: sec. 1238 (State Department rewards for information on foreign election interference, not a programme in this dataset), federal-employee and Coast Guard whistleblower protections, DoD skills rewards, and the rest of the defence law.
