What the document holds
IMF 2024 Article IV staff report (CR 24/278, 94 pages). In scope: press release and key issues (declining ECP proceeds, words); para 10 (ECP projected revenue 60% below the authorities' 2024 target, partly from reactivation of a cheaper programme: a ratio to a target, no indicator, not taken; EU permanent visa removal from February 2025; event already recorded); para 14 (ECP revenue to average about 2.5% of GDP from a peak of about 14% in 2020: the 14 is a rounded restatement of the Table 3 value for 2020, already recorded, not added again); para 19 and 25 (authorities blame AML/CFT payment-clearance delays and an older, cheaper programme; considering keeping a higher share of fees now paid to agents; words); para 26 and footnote 29 (UK revoked visa-free travel August 2023, Ireland March 2024, EU full suspension February 2025; EU governance concerns); Table 2 and Table 3 ECP revenue 2020-2029 in vatu and percent of GDP; Table 5 balance of payments "ECP Revenues" (same percent-of-GDP series as Table 3, not added again); risk matrix (ECP 33% of total revenue in 2020, already recorded); Annex VII fiscal framework and DSA text (ECP around 14% of GDP in 2020 and 5.4% in 2023, restatements of table values; medium-term average 2.5%); DSA zero-ECP scenario tables and charts (debt ratios under a hypothetical scenario, not programme numbers, not taken); Executive Director statement (ECP once up to 14% of GDP; compositional shift to a lower-priced sub-programme, words). Charts (Figure 3, text figures) have no printed values; image pages 50, 56, 62, 63, 66 and 68 OCR-checked (no programme numbers). Rest is macro, financial, airline and climate material. Added: 2025-2029 projections (vatu and % of GDP), medium-term average, Ireland visa event. Rules restated from other sources are now recorded from this document too (decision 8).
